Key points of Fundamental Laws
A
- The Tsar would appoint his own ministers in government, accountable to him only.
- The Tsar would retain control over foreign affairs, military matters and declarations of states of emergency.
- All laws would require the approval of the Tsar.
- Implementation of a bicameral parliament - laws needed to be passed in both houses.
- The Tsar would have the power to dismiss the Duma under ‘exceptional circumstance’.
