rules can be amended by Parliament state legislature and highcourt (part 10 section 121-131)
CPC is in concurrent list in 13th entry and can be amended by Parliament state legislature with presidents sanction under article 254 and will only be applicable to the state.
CPC have to be applied flexibly wherever there is no ambiguity lateral interpretation will be followed where there is ambiguity or will defeat the ends of justice purposes interpretation have to be applied
Principle of natural justice have to be applied in all stages of the proceeding all procedure procedural laws are retrospective in nature any pending proceeding will be governed by CPC
