What police powers do Recruit Officers have?
Do not have ANY police powers and cannot make an arrest unless they know a felony was committed
Recruit Officers have no greater powers of arrest than any other civilian.

Discipline will be based upon the totality of the circumstances; future misconduct will result in more severe discipline
