Q

What should and can a server do during an underhand serve?

A

During an underhand serve, the server must have both of their feet behind the short service line. The server may choose to use a long singles serve (forehand) or a short doubles serve (backhand) that has to land across the short service line.

If the serve should fall short of the short service line, the serve is no good.

However If the birdie is played by the opposing team the rally must continue until an error or a winning shot is made.
