effect of sea state, rain other weather-characteristics, limitation and efficiency of RADAR equipment-constraints to RADAR range scale-possibility of small vessels, ice or other floating objects-the number, location and movement of vessels-the more exact assessment of visibility when RADAR is used to determine the range of vessels or objects in the vicinity
