A

Mills universability was developed from the idea that each person desires his own happiness, therefore each person ought to aim for that happiness and therefore everyone ought to aim at the happiness of everyone.

What is rule

A

Is the establishment of rules that follow utilitarian principles. Mill sought to establish moral rules for utilitarians to live by that would estaish social order and justice. In further contrast to Bentham, which focuses on the happiness of the individual, mill argued that these rules should be those by which if followed universally, would most likely produce the greatest happiness. Therefore, mills rule is consequentialist, universalistic and qualitative.

A

Maniac is chasing someone who hides in a shop, and the maniac asks the shop keeper where the person is. Even though lying ( to save the persons life) is the most moral action, it goes against rule u, as a rule u would not be allowed to break a rule
