All command stands and all troops entering the table for the first time. (3.1 pg3)
How are stands that are not in automatic command, in command
Either by Proximity or Contact (3.1 pg3)
Define Command By Proximity
All stands within 6 inches of a command stand to which they are subordinate. (3.1.1 pg3)
Define Command by Contact
Any unit of a division is in command if it is touching another unit of the division which is itself in command. Must end its turn in contact to the same stand. (3.1.2, pg3)
Who is a unit subordinate to
Its own division commander, its own corps commander, and its army commander. It is not subordinate to a different division or corps commander.
Who may command troops listed as army troops

Who may command troops listed as corps troops
The army commander, or the commander of that corps, or any division commander of that corps (3.2 pg3)
Where can you place command stands
Wherever is convenient, provided within movement allowance. If a command stand would block movement or friendly or hostile troops, the owning player may displace the command stand by the minimum amount necessary to allow the movement unhindered. (3.3 pg3)
What happens if a command stand is near a unit which is destroyed.
If present or near (within 3 inches) he may be moved immediately to the location of any surviving element of the division. The same holds true for corps commanders. This movement is not limited by the movement allowance of the commander. (3.3, pg3)
What happens if a division commander is present or near (within three inches) of one unit of a division when it is routed or forced to retreat from a melee.
He may move back with the stand or remain in place, at the owning player’s option.
What happens to units out of command regarding movement
May not move closer to visible enemy; may only move half their movement allowance (3.4 pg3)
If a unit out of command moves, what happens
They become disordered at the end of their movement. (3.4, pg3)
What happens to a unit out of command regarding stationary status
May never become stationary, but do not lose this if already stationary when they go out of command. (3.4 pg3)
Can a unit out of command recover from disorder
No (3.4, pg3)
How does being out of command affect facing changes by a unit
They may still make a free facing change (if normally allowed to) and this does not count as movement. (3.4 pg3)
