ROR Flashcards
Where does the Rules Apply
R1.1a
On the High seas and all waters Connected therewith
Navigable by seagoing vessels.
RAM Named Types
- NAV, cable, pipe
- Dredge, survey, Subsea
- Pax/cargo underway
- Aircraft
- Mine Clearance
- RAM Tow
R2b
Construing (interpreting) + complying
due regard (need to do) shall be had
> Dangers of NAV
> Collision
> Special circumstance
> limitations of vessels involved
AVOID IMMEDIATE DANGER
(b) In construing and complying with these Rules due regard shall be had to all dangers of navigation and collision and to any special circumstances including the limitations of the vessels involved which may make a departure from these Rules necessary to avoid immediate danger.
Look Out
R5
At all times - sight, hearing, all available means
Appropriate to prevailing crcomstances and conditions
Make full appraisal of every situation = ID ROC
Every vessel shall at all times maintain a proper look-out by sight and hearing as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision.
What is a Safe Speed
R6
Proper & effective action
Avoid collision
Stop at safe distance to
Prevailing crcomstances and conditions
Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.
Safe Speed Factors by All
V D makes little willies drip
1. Visibility
2. Traffic Density (fish/fleet)
3. Manoeuvrability (stop/turn)
- Background Lights/ Own scatter
- Weather + Hazard (wind, sea, current,, rock, wreck
- Draught
Safe Speed when fitted with Radar
Let’s Rub Snot In My Mask
- Characteristics, efficiency, limitations
- Range restraints
- Interference , proximity (sea, rain, close or on same brg)
- Small targets (wood, buoys, ice)
- Cluttered (number & movement)
- Radar used for range
ROC
Shall use all available means appropriate to
Circumstances and conditions
Determine ROC
Long range scanning + plot for early detection
Assumptions on scanty info
In doubt act
Steady brg & decreaseing range = ROC
Close brg change may exist ( large/tow)
Action to Avoid Collision
A, B, C, D, E
R8
A - Ample Time, Positive = Good Seamanship
Actions to avoid ROC as per R8,
B - Bold (Big Enough)(Change Aspect)
(Readily apparent visually & Radar)
(NO YAWING)
C - Course Alteration, most effective if
sea room allow (Early, substantial)
avoid Close Quarters Check Action for another
D - Pass at safe Distance, monitor until clear
E - Stop, slow, astern = More time
F - i) Not to impede take early action
ii) Not to impede in ROC shall take action
iii) Not to be impeded take action avoid ROC
Narrow Channels
a. Keep to Stbd limit (If safe and practicable)
b&c. Vsl <20m, Sailing, Fishing (shall not impede)
d. Shall not cross vsl only safely navigate in channel
sound R 34 (d) ( . . . . . )
e. Overtake with Permission
( Stbd _ _ . )(Port _ _ . .) ( Agree _ . _ . )(No . . . . . )
f. Nearing Bend ( _ )
g. Avoid Anchoring
TSS
a. Adopted by IMO
b,i) Follow Traffic lane
ii) Keep Clear of Separation
iii) Join / Leave at Terminations
c. Avoid crossing / 90º
d. Shall not Use Inshore zone unless
i) Vsl<20m, Sailing, Fishing
ii) Port, Pilot, Installation / Avoid Immediate Danger
e. Shall not Use Separation zone unless
i) Crossing, Joining/Leaveing
ii) Fishing/ Avoid Immediate Danger
f. Caution near Terminations
g. Avoid Anchoring
h. Not Using Avoid as far practicable
i. Vsl<20m, Sailing, Fishing not to impede
j. RAM Maintenance in TSS exempt
Overtaking
a. Shall keep clear
b. 22.5º/2pts abaft Beam/ stern light
c. Doubt take action
d. Start overtaking not become crossing
(Don’t cross Ahead)
Head On
a. Reciprocal / Nearly Reciprocal (+/- 10º)
Ahead / Nearly Ahead / Corresponding aspect
Both Sidelights, Masthead in line / nearly in line
b. Both a/c to stbd
c. Doubt take action
Crossing
a. Crossing = ROC
vsl with other to stud keep clear
Avoid crossing Ahead
Giveway
a. If possible
Shall take early & substantial action
Keep well clear
Stand on
a. Keep course and speed
b. May act if give-away acts inappropriately
c. Avoid a/c to port in crossing situation
d. Give way keep out of the way
Pecking Order
- NUC
- RAM
- CbD
- Fishing
- Sailing
- Power-Driven
- Plane/WIG
Only when in sight / as required by Rule 9, 10 or 13
- Plane/WIG
- Power-Driven
- Sailing
- Fishing
- CbD
Restricted Visibility
a. Vsl’s not in sight (In or NEAR Restricted Visibility)
b. Safe speed adapted to prevailing conditions
c. Shall have engine ready
d. Rules 1 - 10 still apply
e. Detection by radar alone, ROC
Take action in ample time
Avoid
i) a/c to Port for vessel forward of beam
ii) a/c towards vessel abeam / abaft beam
f. Except if ROC does not exist
i) if hearing a Fog Signal forward of the beam
ii) Cannot avoid a close quarters situation
Shall reduce speed to minimum (bare steerageway)
Take all way off & navigate with extreme caution until Danger is clear
( Fog Signal Vsl > 200m = 2nm) (vsl < 75m = 1nm)

Circle / Triangle = 600 ,
Cylinder / Diamond Height = 1200

Sidelights > 1m from MH
All Round 2m vertical spacing
Aft Anchor min 4.5m below forward
When may the ordinary practice of a seamen be required and departure allowed?
If by following the rules it becomes dangerous to navigation or possible collision as result of special circumstances or limitations of vessels involved and if not using good judgement would endanger the ships involved, a deviation is permitted but only to avoid immediate danger
