Functions of Professional Oversight: 5
- Oversees Response-to-Resistance (RTR) administrative cases and the RTR Review Board process
- Oversees Jacksonville Sheriff’s Office (JSO)-vehicle administrative cases and the Safety Board process
- Reviews Injuries-on-Duty (IODs) to identify potential gaps in, and violations of, JSO policy and training
- Oversees the Personnel Early Intervention Program
- Facilitates the continuous improvement and project management functions for JSO
Callout Criteria for Professional Oversight?
The Communications Center will immediately notify the Commanding Officer of Professional Oversight Unit of any officer-involved shooting or in-custody death

The Response to Resistance Board is made up of who?
- Director of Personnel & Professional Standards (Chairperson)
- Assistant Chief of Training
- Commanding Officer of Professional Oversight Unit
- A Chief or Assistant Chief
- A Police Lieutenant
The RTR Review Board determines the following for each member involved in an incident:
- Was the member’s use of force within departmental policy?
- Does the member need any additional situational training?
- Should this case be referred to the Internal Affairs Unit?
The determinations made by the RTR Review Board are submitted to who?
the Sheriff, who ultimately decides the disposition of the RTR case
Vehicle Administrative Cases
The responding supervisor will document the results of the investigation on a BlueTeam Vehicle Accident/Incident Report within?
24 hours of the incident
For incidents being investigated by the Traffic Homicide Unit, the Traffic Homicide detective will complete the BlueTeam instead of the responding supervisor and must do so within?
14 days
Upon approving a BlueTeam Vehicle Accident/Incident Report, the commanding officer
must:
(1) Route the report to the Vehicle Safety Coordinator
(2) Send a copy of the report to the JSO Fleet Coordinator
(3) Send a copy of the report to the involved member
Members involved in a JSO-vehicle crash or incident must ensure that the involved JSO vehicle
is at the City of Jacksonville (COJ) Fleet Management Division (2581 Commonwealth Ave) when?
on the Wednesday following the crash at 1300 hours
Vehicle Pursuit cases are forwarded to ____ ____ for further investigation.
Internal Affairs
One JSO-vehicle point is given to a member for any chargeable JSO-vehicle crash or incident. Each JSO-vehicle point remains active for how long?
3 years following a case’s final disposition date.

Refer to the chart on page 5 of Order 572.
Vehicle Administrative Cases
The commanding officer will present the recommended corrective actions to the
member, who may elect to:
- Accept the corrective actions, in which case the commanding officer will ensure they
are implemented - Appeal the corrective actions to the Safety Review Board
