Introduces parliamentary proposals
Introduces into parliament proposals for new legislation based on the manifesto that it fought the general election on. These comprise the Queens speech which is delivered at the state opening of each new parliament to both the commons and the Lords
“doctors mandate”
Introduces legislation into parliament in response to changing circumstances. This is known as a “doctor’s mandate.” The Coronavirus Act 2020 is an example of this.
Budget
it introduces a budget that will determine how the government proposes to raise revenue. Presented to the parliament and will be drawn up by the chancellor and the PM. Sunaks budget.
Secondary legislation.
Can introduce secondary legislation. This means that legislation that parliament has already passed can be modified by the government without primary legislation (another act of parliament) with the use of statutory instruments. These have been criticized as being undemocratic as they seek to bypass full parliamentary scrutiny and debate. In 2026 SIs were used to abolish maintenance grants and to allow for fracking to take place in national parks.
