Secondary legislation.

A

Can introduce secondary legislation. This means that legislation that parliament has already passed can be modified by the government without primary legislation (another act of parliament) with the use of statutory instruments. These have been criticized as being undemocratic as they seek to bypass full parliamentary scrutiny and debate. In 2026 SIs were used to abolish maintenance grants and to allow for fracking to take place in national parks.
