Importance of Safety Officer on Construction Site
- Construction industry is classified as high-risk establishment under D.O 198-8
- High risk due to its production processes and labor-intensive characteristic
- Construction workers suffer more fatal and non-fatal injuries than other industries
- As a Safety Officer, it is your duty to kee the workers safe on work
Categories and Qualifications of Safety Officers - D.O 198-18 (1)
SO1 - (8-hour OSH orientation course and 2-hour trainer’s training)
SO2 - (Mandatory forty (40)-hour OSH training applicable to its industry)
SO3 - (Mandatory forty (40)-hour OSH training applicable to its industry, Additional 48 hours of advanced/specialized OSH training relevant to the industry, At least two (2) years experience in OSH, Other requirements as prescribed by the OSH standards)
SO4 - (Mandatory forty (40)-hour OSH training applicable to its industry, Additional 80 hours of advanced/specialized OSH training relevant to the industry, A total of 320 hours of OSH-related training or experience, Actual experience as SO3 for 4 years, Other requirements as prescribed by the OSH standards)
Categories and Qualifications of Safety Officers - D.O 198-18 (2)
- Required to undergo the prescribed training orientation or course, advanced occupational safety training courses, and/or other OSH-related training or learning
- Proportionate to the total number of workers and equipment, size of the work area, and classification of the workplace
- At least one (1) contractor or subcontractor safety officer must be deployed at each specific area of operations to oversee the management of the OSH program of its own workforce
Appointment of Safety Officer
- Shall be certified by the company’s Human Resources (HR) unit/section
- the appointment of the own safety officer/s and the category level of Safety Officer (i.e., SO1, SO2, SO3, and SO4) shall be issued by the company

Duties and Responsibilities of Safety Officer in Construction Site (1)
- Continuous inspection of project sites, to ensure a hazard-free environment
- Assessment and approval of subcontractor safety plans
- Verification of tools and equipment to ensure good quality
- Promoting safe practices on site
- Creating and enforcing safety guidelines and programs
- Carrying out drills and exercises on managing emergency situations
- Conducting investigations on accidents
- Verifying that all safety reports are submitted to related government institutions
Duties and Responsibilities of Safety Officer in Construction Site (2)
- Responding to workers’ safety concerns
- Manages all communications with government departments in regards of safety
- Assisting with the preparation of a construction health and safety plan
- Arranges OSH-mandated evaluations of the site
- Attending project planning meetings and collaborating with construction managers
- Testing effectiveness of site emergency response plans
- Establishing and maintaining health and safety communication structures
- Continuous monitoring of all safety related documents, reports, and issues to keep them updated
