The management of suspects falls into three categories and where appropriate, the OC Investigation will prepare a strategy dealing with each:
- Arrest/termination
- Identification and profiling
- Interviewing

Briefing the Suspects Team - The initial briefing should encompass:
- The Circumstances of the Offence
- The full Details of all persons of interest and any suspect
- Details of any Descriptions of the suspect provided by witnesses
- Whether any particular MO has been identified
APF-I
Identifying suspects - may be indicated from or by:
- Area canvass
- Police notings
- Fingerprints
- Intel analysis

Suspect’s residence - consider:
- Local council
- Area Recce
- Surveillance
- NIA
CM-NAP
Intel categories to find:
- Criminal history, convictions, and M.O.
- Medical records
- Names and Aliases used by the suspect
- Place of residence and any other places the suspect has access to

Sources of information - passive data generators:
- CCTV
- Bank records
- Telco data
- Vehicle GPS

What are some aspects that might determine suspect investigation priorities?
- The Weight of Evidence against a person
- The Likelihood of their leaving the area
- Urgency in Solving the case
- Availability of staff
Provide briefings/debriefings

The OC Suspects phase must regularly debrief their team members on the enquiries they have conducted and the results of these enquiries so that they can maintain a constant flow of information at conferences, between the members of the suspects team and other investigation staff.
Priority information must be brought to the attention of the OC Investigation as necessary.

Arrest/termination - prior to arrest, ensure:
- One investigator per suspect
- Ensure SG guidelines are adhered to
- Ensure the bail issue is canvassed
- Update the family via the FLO
DDC-E
Preparing to interview a suspect - the O/C Suspects should:
- Decide whether interviewer will be L2 or L3
- Decide mode of interview, eg on DVD
- Consider any special considerations
- Establish whether interviewee is suspect/POI/witness
ICE-E
Arrest of a suspect - O/C Suspects should:
- In the case of a juvee consider obligations under the OT Act
- Consider any search warrant that needs to be carried out
- Ensure BOR is adhered to
- Ensure suspects are isolated from each other
LAPSE
List some considerations/tasks to be dealt with when executing search warrants
- Consider any Legal Authority
- Arrange for Photos and SOCO
- Establish Search strategy with the O/C Investigation
- Arrange for O/C Exhibits to attend
NITS-O
Medical examination
The OC Suspects will arrange, in consultation with the OC Investigation, for a Police doctor to examine the suspect. The doctor must:
- Note Injuries
- Take samples using MEK
- Swab for firearms residue
- Provide professional Opinion on the condition of the suspect

List some information contained within the report that is sent to the Court in relation to determining a defendant’s psychiatric status
- Arrest circumstances
- SOF
- QHA
- Mental history
