- although not enforceable, they name and shame human rights violations as an influence to put pressure on governments to change

- operate similar to NGOs in ‘naming and shaming’ human rights violators
- publicity as a pressure point for people to criticise government policies to change the law
- example: the attempt for the ACT to legalise gay marriage in 2013 was due to media publicity
- example: Kony 2012 campaign, a viral video raising awareness of the issue of child soldiers, where 100million views of the video in one week and 5 million tweets in one week > increased media awareness of child soldiers > called for the prosecution of Joseph Kony
