What species can a EVN administer medication to and perform minor surgery on?
Horses, zebra and donkeys
What conditions are in place for an RVN to carry out schedule 3 procedures?
they must be properly trained and competent to do so, fully understand the risks and have the necessary experience and good sense to react should any problems arise
they must be under the direction of a VS who is their employer or acting on the employers behalf.

Under the direct, continuous and personal supervision of the VS or VN
