- people commit crime based on a rational calculation
- will commit it if the rewards outweigh the costs
- routine activity theory - must be a motivated offender, suitable target and absence of a guardian for crime to occur
- target hardening - more difficult to commit crime, through CCTV etc, costs will then outweigh the benefits
- displacement - will just commit crime in a lower risk area instead
