Clarkes assumes individuals are rational beings with free will. commiting crimes depending on risks and rewards. if reward outweighs risks - more likely to commit crime.

police should focus on controlling streets to make law abiding citizens safer. cracking down on minor deviance like begging and prostitution to make people take law and order seriously
