A

At a minimum, every SF member will report to duty with adequately sized mobility bag
that includes issued duty gear, modular service vest, inclement weather gear, handcuffs with case
and key, plate carrier, and/or body armor (if available), advanced modular helmet, appropriate
magazine pouches, disposable gloves with pouch, Safari Land holster with dual retention for any
post authorized to carry the M18 handgun, radio case, whistle, pocket notebook and pen, flashlight,
hearing protection, expandable baton/carrier (if qualified), TASER (if qualified), Restricted Area
Badge (RAB), flightline driver’s license, state driver’s license (if issued), and Common Access
Card (CAC) (at all times).

What is required for vehicles operating on the FL

A

All SF vehicle operators must have a current HAFB flight
line driving license and stateside driver license in their possession while operating a vehicle on the
flightline. Follow established speed limits IAW AFI 13-213 HAFB Sup I, Airfield Driving. Fire
department vehicles, ambulances, SF, airfield management, and transient alert may exceed the
established speed limits only if adherence to the speed limits would prevent a timely response
during a real-world emergency. Note: All emergency response vehicles must obtain control tower
approval prior to entering the controlled movement areas.

During an emergency response, what will SF members do?

A

Do not exceed the posted speed limit, except in cases where
life-threatening circumstances exist or when approved by the Flight Sergeant. This includes all
responses to the housing areas. Any authorized/approved off-base emergency response will be
Code 3 as stipulated by New Mexico State Law. Additionally, any vehicle responding Code 3 must
have overhead lights on top of their vehicle. Note: Do not initiate or continue any emergency
response if you are endangering yourself, your member, or any member of the general public.

A

evidentiary value will be placed in an evidence locker, unless it is too large for storage. In this
case, the item will be stored in BDOC and a chain of custody will be maintained by the BDOC
Controller/Alarm Monitor using the DD FM 2817 and S3I will receipt for the property the next
duty day. Whiteout-type liquid correction fluid or correction tape will not be used on the DD FM
2817.

If property is found, what will you do?

A

Found property will be accounted for via the DD Fm 2817. Found property will not be
stored in an evidence locker that has evidence already contained inside it. SF must make every
effort to contact and return the item to the owner. If the owner is not located, S3I will be notified
the next duty day to pick up the found property. A blotter entry will be made stating how the item
was obtained and who turned it in

Who responds to an active shooter

A

All available SF except transient PL 1 dedicated patrols will immediately
respond, intervene and stop an active shooter on HAFB in order to prevent further injury or loss of
life and reestablish a secure environment. Special consideration should be given to where patrols
will stop their vehicles at the location as well as what entrance the patrols will attempt to enter the
facility.

Is there a minimum number of people to enter an AS situation

A

There is no minimum amount of personnel needed to enter the affected
facility. Although more SF personnel on the initial entry into an affected facility is desired, Active
Shooter incidents are extremely time-sensitive and require immediate intervention in order to
preserve life. Once the first patrol(s) on-scene have determined and communicated their point of
entry, they will immediately make entry (forceable or otherwise) into the affected facility.

A

RTF teams will begin to be built in the warm zone (See Zone Map below) upon
their arrival on scene and stand by for entry.
3.34.6.2. RTF teams will make their initial entry once an area of the building has been
deemed clear by the initial entry team.
3.34.6.3. SF members will perform as a security detail for FES/EMS teams.
3.34.6.4. Teams will move tactically to the scene in a Double File formation for protection.
3.34.6.5. 2 SF members, shoulder to shoulder moving to building.
3.34.6.6. 2 FES/EMS members stacked behind the middle of the SF members.
3.34.6.7. FES/EMS teams will perform TECC on injured personnel while SF monitors for

3.34.6.9. Follow on RTF teams will make entry as soon as an RTF team can be formed.
3.34.6.10. RTF teams will continue to make entry as needed until the scene has been
deemed secure.
3.34.6.11. When the scene is deemed secure, all FES/EMS not yet in the hot zone will
make entry as needed without SF escort.
3.34.6.12 Responding SF will begin to assist FES/EMS personnel with TECC.
3.34.6.13. When moving up stairs; RTF teams will send 1 SF member up the stairs,
followed by 2 FES/EMS members with a SF member last for rear security.
3.34.6.14. SF will carry either a marker or tape on their person. This will be used to mark
either doors or victims.
3.34.6.15. Doors will be marked as either cleared or not cleared. Doors will be marked
with an X. The first slash will indicate the room has been cleared once, a second slash completing
the X will indicate a second sweep has been conducted.
3.34.6.16. SF will mark victims with a piece of tape on their left shoulder marked with
TECC information.
