To provide an instructional framework that accommodates the needs of all students and results in the improved achievement for all students.
-To offer a means for appropriately identifying/selecting students for continued services through an IEP based on their demonstration responses to scientific research based instruction.

- reduce over-diagnosis
- reduce misdiagnosis
- providing more effective instruction by encouraging early intervention when problems arise, rather than waiting for things to get bad. Sooner the issue becomes apparent, the sooner you start to improve the issue.
