He wanted to replace the Book of Common Prayer with the Genevan Prayer Book and overturn the government and the practices of the English Church.
What was the Vestments Controversy?
The Puritans wanted to end the law that required all priests to wear vestments.

+ The Puritans had organisational capacity to influence elections for overthrow of govt.

- House of Commons attacked the bill

+ Had some support in the House of Commons
- Did not have support of those in higher authority so didn’t have influence to pass the bill
- Accused of infringing the queen’s Royal Prerogative and banned from the House of Commons

+ Some refused to conform to Elizabeth’s law
+ Ministers set up underground Churches over law
+ Some continued to work for a reformation
- Not a significant number of rebels/supporters for Puritan demands
- Henry Bullinger told them to back down-suggests issue was not considered an important one
