What is the purpose of a flight review, when is one required and who can conduct them?

A

To make sure that a person is still competent.

A valid flight review is required within the previous 24months and applies to all ratings.

Either a Grade 1 or 2 can conduct the Flight review.

or a flight instructor with a training endorsement for a rating can conduct the review for that rating.

What does a Flight review cover?

Flight reviews

A

It is advised that the flight review should include training.
If training is conducted during a flight review then the G1 or G2 must do so through a part 141/142 organisation.

The flight review must be passed to be deemed competent. If assessed as “not yet competent” then the flight review can be conducted over multiple flights.

Multiple Flight review requirements can be completed in one flight.

Some Aircraft require specific training and an additional flight review separately even though they fall into the generic aeroplane class (Be90/200 , C208)

How must the Flight review be documented?

The Instructor must enter the Flight Review on your licence.
and
CASA must be notified within 14days.

The flight needs to be logged as Dual if training is conducted.
If no training is conducted then the flight can be logged as PICUS.

If you have a CPL with a multi engine class rating can you fly any Multi engine aircraft?

A

61.385 (General competency rule)
No.
Multi engine class only allows you to fly multi engine aircraft below <5700kg.
and
You must always meet the General Competency Rule before flying the aircraft.

There are also some additional aircraft such as the King air (Be90/200) that do not fall into the multi engine class even though they may be less than <5700kg. these aircraft require additional raining.

Only fly an aircraft if you are competent to do so.

How does Casa’s Structure work regarding the old CAR and CASR?

A

CASA is moving from the Civil aviation act 1988 (CAA) and CAR’s to the new CASR 1998.
There is still an ongoing transition so references can still be made to both regulations and supporting documents.

CAR is the old regulation supported by the CAO’s with guidance given in the CAAP’s (advisory publications)

CASR is the new regulation and is supported by the MOS with guidance given in the AC’s (advisory circular)

A

The Part 61 Manual of Standards (MOS) is a document that supports flight crew licensing regulations.

It contains:

aeronautical knowledge and practical competency standards for Part 61 licences

ratings and endorsements

standards for Part 64 authorisations

all flight test, proficiency check and flight review standards.

The Mos is broken down into 4 main volumes.
vol1. - Directory
vol2 - Flight Crew Licence standards
vol3 - Aeronautical Knowledge standards
vol4 - Exam , test , check , review , assessment standards.

Schedule 2 - Flight crew licensing competency standards. These practical flight standards are referenced in flight training courses, flight testing, proficiency checks and flight reviews. Each licence, rating or endorsement comprises one or more units of competency, each of which has elements and performance criteria.

FIR1 = conduct of aeronautical knowledge…..

Volume 3
Schedule 3 - Aeronautical knowledge standards(for all licences PPL,CPL…) . These standards are used to direct theory training, whether it is self-study or a formal course of training. Flight crew licensing theory examinations test candidates on these knowledge standards.

What Is Direct supervision?

A

CAO 40.1.7

9.1.1 For the purposes of subparagraph 9.1 (a), and subject to paragraph 9.1.2:

Direct supervision means guidance and supervision provided by an instructor who is on duty for that purpose and:

(a) is on the premises of the flying school; or
(b) is flying in a local flying training area or an associated circuit area used by the flying school and can be contacted by radio.
9. 1.2 An instructor who is providing direct supervision may be temporarily absent from a place referred to in paragraph 9.1.1, if, during that absence, he or she may be contacted by radio, telephone or some other electronic means of contact.

What is Indirect supervision?

9.1.3 For the purposes of paragraph 9.1, 9.2 and 9.3:

Indirect supervision means guidance and supervision provided by the chief flying instructor or a Grade 1 flight instructor who has been approved by the chief flying instructor.

  1. 1.4 Indirect supervision must include the following:
    (a) periodic surveillance;
    (b) assessment of the standard of instruction provided;
    (c) standardisation of the methods of instruction used;
    (d) guidance on the conduct of all flying school operations that are not required to be carried out under direct supervision.

How does supervision effect grade 3 flight instructors?

A

A Grade 3 flight instructor may:
under the direct supervision of the chief flying instructor or a Grade 1 flight instructor approved by the chief flying instructor;
give flying training for the issue of the rating

after having logged at least 100 hours of elementary instruction
with the written approval of the chief flying instructor:

         (i) give flying training under indirect supervision; and
        (ii) authorise students to fly solo in those sequences in which the student has previously completed solo practice.

How does supervision effect grade 2 flight instructors?

A

under indirect supervision exercise the privileges of a flight instructor (aeroplane) rating grade 3;

if the holder has logged at least 400 hours of instructional experience and has the written approval of the chief flying instructor — conduct an aeroplane flight review;
