Mutation of the operator
Is constitutive
Prevents repressor from binding to it
LacO gene is cis acting
B-galactosidase is produced when lactose is present or absent bc the lacOc is paired with lac Z
If we have lacOc and lacZ-
A non functional B galactose daze is produced
