Explain the phases of offshore energy development in Ireland.
Phase 1 - Phase 1 Projects – those projects awarded a Maritime Area Consent (MAC) in 2022, which are expected to compete in the first Offshore Electricity Support Scheme auction (ORESS 1) in mid-2023 and progress through the planning system. Successful projects are expected to deliver approximately 50% of the 2030 target and to become operational from 2027 onwards.
Phase 2 - projects needed to bridge the gap between what can be delivered by the Phase 1 projects and the 2030 target of 5GW grid-connected offshore energy by 2030. A policy statement which is being published in Quarter 1 2023 sets out the sequencing of this phase.
Phase 3 - projects which will make up the 2GW of capacity and will be none grid connected.

The Maritime Planning Policy Statement.
What is the NMPF and what directive does it relate to?
The National Maritime Planning Framework. It was adopted in order to implement Article 4 of the MSP Directive.
What is a PPS and why is it important?
A Public Participation Statement. Proposals for DMAPs must include multiple opportunities for public engagement and consultation.

What is the binding target set out in the Renewable Energy Directive for member states to achieve by 2030?
Percentage of renewable energy in the energy mix to achieve a 55% reduction in carbon emissions by 2030, compared to 1990 levels. Carbon neutrality by 2050.

What is the MARA?
Maritime Area Regulatory Authority:
A new state agency that will be established in early 2023. MARA’s functions are set out in the Maritime Area Planning Acts 2021 and 2022, and it will have a key role to play in the new streamlined consenting system for the maritime area, including:
Assessing Maritime Area Consent (MAC) applications for the maritime area, which are required by developers before development permission can be granted;
Granting marine licensing for specified activities;
Compliance and enforcement of MACs, licences, and offshore development consents;
Investigations and prosecutions;
Administration of the existing Foreshore consent portfolio;
Fostering & promoting cooperation between regulators of the maritime area.
