k-similar report was done by Seebohm rowntree in York where found that 30% of Yorkers were in also in extreme poverty,
A-this showing it wasn’t a local problem but a nationwide problem that needed immediate action, this perhaps introducing the liberal reforms

In conclusion social campaigning is more important than New liberalism because,New liberalism only gained 29MPS in parliament in 1906 whereas the liberals gained 397 roughly 14 more
,this showing that labour stood no chance against the liberals,this showing that social campigning was more important in the liberal reforms than New liberalism
In conclusion social campaigning is more important than National securtity because,although because of the “boer war” the liberals had to start introducing free school meals and unemplpoyment
benefit under the Fitzroy report,this however did not make sense as the liberals also introduced the old age pension act,which clearly undermined the idea that the liberal reforms were introduced

the liberas weren’t scared of the labour party taking control,whereas social campaigning saw the problem of poverty be made more aware and studies finding in london 35% Of people were in poverty and
in york 30% of people were.This showing that social campaigning is more important than the rise of the labour party,as labour were not seen as much of a threat whereas social campaigning was a national
problem that needed addressed in order for the liberals to stay popular and in power

action to happen,and to stop the denial of the existence of social problems,furthermore booth warned of a revolution if nothing was to happen,this making
all other factors redundant as without the liberal reforms happening the liberal government may have lost power,indicating this was the
