The government were unsure as to whether of not Britain could survive a war or protect its empire as the ‘fighting stock’ were unhealthy

Both reports were made to prove that poverty had causes which were often out with the fault of the individual such as low pay, unemployment, old age and sickness. It also exposed that poverty levels were around 30% which came as a shock to the government.

The working class had gained the vote so the liberals intended to gain those votes. The formation of the Labour Party promised social reform and as a result there promises may take the votes from the liberals

Towns and cities with liberal councils had introduced programmes of social welfare which used taxes from the rich. For example in Birmingham Joseph chamberlain created a cleaner water supply and better sanitation
