What is the difference between a REGULATION and a STANDARD?

A

A REGULATION says you shall or must do something. A STANDARD tells you how you must do it.

Eg. The requirement for displaying registration marks on an aircraft is a regulation. How the marks must be displayed (letter height, location, etc.) is in the corresponding standards.
