what is a HMA, who is the HMA at a RCR incident and what role does the FRS fill at a RCR incident?

A

A HMA is the hazard management agency with the legislative responsibility or specialist knowledge,expertise and resources needed to manage an incident, in the case of RCR this is WAPOL.

FRS fills the role of a combat agency and is responsible for

  • firefighting suppression
  • provide physical human resources
  • provide HAZMAT management
  • Assist with rescue of trapped victims
  • Provide support and assistance as required.

A

Preparation- Training, maintaining equipment, familiar with SOPs
Response- Safe travel to scene, approach, siting vehicle
Incident Management- Scene assessment, rescue zone, scene safety
Gaining access- Stabilisation, can it be made quickly, through door/window or removal of a section of the vehicle body
Emergency care- reassurance , immobilisation of injuries, treatment, oxygen therapy.
Disentanglement- disassembly, distortion, displacement, severance
Removal and transfer- maintain spinal alignment, minimal body twist
Termination- final check of wreckage, removal of debris, clean up, reports, operational debriefs, critical incident stress debriefing.
