What does the VO do?
A VO is appointed for each BA under s.61 to compile and maintain local rating lists
What does the BA do?
They issue the bills and collect payments for council tax and rates
They calculate any applicable reliefs
Who pays the rates?
The Ratepayer is usually the occupier, or owner if it is vacant
How are rates calculated?
RV x UBR
Where can the definition of RV be found?
Schedule 6 (2(1))
What is the definition of RV?
An estimate of the annual rent of a property, assuming that the property is in a reasonable state of repair and that the tenancy begins on the valuation date on an FRI basis.
Why is the AVD before the list comes into effect?
To allow the VOA time to collect and analyse rental data
Where is the definition of Hereditament?
S.115 (1) of the General Rate Act 1967 and applied in S.64 (1) of the LGFA 1988
What are the four requirements for Rateable Occupation?
Occupation must be:
Actual
Beneficial
Exclusive
Sufficiently permanent
What is a Hereditament?
A property that may become liable for rates and shown as a separate entry in the rating list
Where can a list of plant & machinery assumed to be part of the hereditament be found?
The Valuation for Rating (Plant and Machinery) (England) Regulations 2000
What does s.42 LGFA 1988 require to be shown for each rating list entry?

What does the Central List contain?
National premises that cross boundaries, eg. electric supplies and railways
