Funds for this purpose shall be provided by the Government through the budgetary allocation of the Department, by the:
Philippine Charity Sweepstakes Office (PCSO) = at least ₱25M
Philippine Amusement and Gaming Corporation (PAGCOR) = at least ₱25M
Duty Free Shop (Duty Free Philippines) + at least ₱20M [trust liability account]
