4.1 This IRR shall apply to all procurement of any branches, agency, department, bureau, office, instrumentality of the GOP, including:

A

government-owned and/or controlled corporations (GOCCs),

government financial institutions (GFIs),

state universities and colleges (SUCs), and

local government units (LGUs)
