The International Committee on
Intervention and State Sovereignty
is an international norm that seeks to ensure that the
international community never again fails to halt the
mass atrocity crimes of genocide, war crimes, ethnic
cleansing and crimes against humanity.
R2P
What pillar? Every state has the Responsibility to Protect its populations from four
mass atrocity crimes: genocide, war crimes, crimes against humanity
and ethnic cleansing.

What pillar? The wider international community has the responsibility to encourage
and assist individual states in meeting that responsibility.
PILLAR TWO
What pillar? If a state is manifestly failing to protect its populations, the international
community must be prepared to take appropriate collective action, in a
timely and decisive manner and in accordance with the UN Charter.
PILLAR 3
What Criteria? There is a serious and imminent threat of
large scale loss of life or ethnic cleansing
Just Cause Principle
What Criteria? All other means in mitigating the crisis
have been exhausted. The intervention needs to be done with
right intentions. The military action has to be proportional to the
situation and has to have a reasonable chance at success.
Precautionary Principle
What Criteria? Ideally, it has to be legitimized by passing a UN
Security Council resolution.
Right Authority
What Criteria? The use of force is temporary and
that the international community must ensure rebuilding and
reconciliation in the aftermath of the situation.
