A

The inner electrons repel the outer electrons, so the outer electrons are attracted to the positively charged nucleus and the slight repulsion of the inner electrons. The repulsion partially cancels out the attraction, thus ‘shielding’ the outer electrons from the full attractive force of the nucleus.
