Give the meaning of absolute
Absolute means where the risk of injury is inevitable. So absolute duty means for example in the operation of a dangerous machine guard must be provide even if it prevent machine being used Puwer 1989 regulation 11
Give the meaning of practicable
Practicability is in relation to current knowledge and invention meaning once something is found to be practicable it must be done, it becomes absolute and must be done irrespective of cost or inconvenience
Give the meaning of reasonably practicable
reasonably practicable means physically possible, and implementation is dependant of the risk assessment of the benefit versus (time, effort & money)

- Top managers support committee , so employees will understand the commitment
- top management should encourage all other members involvement in H&S discussions
- If top management not on committee they should attend initial meeting and visit committee meetings periodically.
- top management should review minutes of committee meetings, must be available to respond to findings
- Directors provide resources for committee to communicate with each other and employees
- provide workspace & equipment and paid facility time to conduct committee activities
- committee can help share responsibilities of implement and monitoring the organisation’s Health & Safety Program
