Pit proposed a strong centralized state government which was represented by state population. Most delegates opposed the plan. The New Jersey plan after this made congress one house and each state would be represented equally.

Each slaves and free person would be represented as 3/5 of a vote in the house of reps. The slave trade was protected for the next 20 years

All delegates liked this plan which is when states and the central government shared power. They disagreed in the balance of power. Central gov. Increased. States held all rights that weren’t granted to the federal government
