Miami 21

Section 8 certificates
Section 8 certificates, also known as Housing Choice Vouchers, are a type of federal housing assistance that helps low-income families afford to rent housing in the private market. The certificates are issued by the U.S. Department of Housing and Urban Development (HUD) and are administered by local housing authorities (HAs).
To be eligible for Section 8 certificates, families must meet certain income and asset requirements. Once approved, families can use their certificates to pay up to 30% of their monthly rent to a private landlord. The HA will then pay the landlord the remaining rent, up to the fair market rent for the unit.

a federal block grant program that provides funding to states and local governments to create or preserve affordable housing for low- and moderate-income families. The program was created in 1990 as part of the National Affordable Housing Act.
Linear programming
a mathematical optimization technique for finding the best solution to a problem. It can be used to solve a variety of problems, including:
Production planning
Transportation planning
Inventory management
Financial planning
Resource allocation
Facility location
Diet planning
Weather forecasting
Portfolio optimization
Management by Objectives (MBO)

Each cell in the matrix represents the amount of input that one economic activity requires from another economic activity.
LULU (locally undesirable land use)
applies to a generically described land use like a hazardous waste dump.

It is used to project the number of jobs created, but it can also be used to project job loss.
Wheeler–Howard Act (1934)/ Indian Reorganization Act

A t-test
is a test on the difference in means between two subgroups.
A wellhead protection
area is a surface and subsurface land area regulated to prevent contamination of a well or well-field supplying a public water system. Wellhead protection is established under the Safe Drinking Water Act and each state develops its own implementation approach. A wellhead protection ordinance would protect the Primary Recharge Area, Secondary Recharge Area, and Tertiary Recharge Area
Zero lot line
This form of development includes a building sited on one or more lot lines with no yard, the intent of which is to allow a more flexible site design and to increase the amount of usable open space.
Land banking
the practice of acquiring and holding undeveloped or underutilized land with the intention of future development or investment.
Smart Decline
Smart decline is a strategy that can be used in shrinking cities to plan for decline.
