It is defined as a process which looks at putting together the capacities needed for the generation and dissemination of the much reliable and timely information as a warning to be acted upon by the communities or organizations for the possible occurrence of the disasters.
EARLY WARNING SYSTEMS
It seeks ways to help communities effectively use local resources and capacities to better prepare for disasters, and to adopt measures to reduce their vulnerability

The creation of the DRRM Law
• The passing of the Disaster Risk Reduction and Management Act (RA 10121) in 2010 is created by the NDRRMC
• It was signed into law last May 27, 2010
• The new disaster body promises to be more responsive to disaster concerns
• It highlights the protection of the people’s constitutional rights to life and property
Key Players under RA 10121
1) National Government
2) Civil Society
3) Local Government
4) Community
They should support local governments by providing technical and financial assistance in normal times, and by coordinating organizations concerned and deploying specialized teams to respond to disasters.
National Government
They play an important role to develop a program of the community-based disaster response and recovery especially combining and linking more than two disaster management phases such as response, recovery and mitigation, or recovery, mitigation and preparedness, and eventually to strengthen the disaster resilience.
Civil Society
RA 10121 places high expectations on LGUs for a proactive stand on disaster preparedness and mitigation. LGUs need to develop the knowledge, capacity, and system to comply with the law. We partner with local government units to provide the technical knowledge and capacity necessary to effectively comply with RA 10121.

A community-based disaster reduction effort is most successful when they involve the direct participation of the people most likely to be exposed to hazards – in the planning, decision-making, and operational activities at all levels of responsibility
