- Cohen- the state brings in other professionals such as psychiatrists and psychologists to justify state intervention

- Murray- prison is effective because of incapacitation and because it acts as a deterrent.
- Liebling and Crow- prison allegedly prevents recidivism

Reasons why people reoffend (Liebling and Crow)

- prison interrupts family life, self concept, prisons are a school for crime
- 50% of prisoners are reconvicted of an offence within two years of being released and 35% end up back in prison
