measure the current draw using a clamp or forked multimeter, these use inductive pickups so they are much safer to use. too much current usually means too high of a load. too little current load is usually due to no water movement

a stalled rotor, can be cause by a jammed impeller. but the load is very high and will soon trip a breaker or trip a fuse
