about 48p - and has been getting steadily more progressive as higher education has shifted from being the heavily subsidised privilege of the few to a service for the many. Thus trend will continue in 2016 as the school leaving age rises to 18 - as it was usually the poorest who left school early.
Do rail subsidies benefit rich and poor equally?
No, the rich travel more on trains (top 20% travel about 1500 mpy on trains as opposed to about 300 mpy for poorest 20%)
What about road transport subsidies? Do they benefit the poor more?
No. Road subsidies = £8 billion a year and the richest 20% drive on average 3 x as many miles as the poorest 20%.. The poorest use buses 2 x as much, but bus subsidies are small potatoes.
