Harm is actually done/likely to be done
To a person
By person committing bop or by someone it provokes
Harm is done/likely to be done to property
Person is in fear of harm to himself/property - as a result of assault/affray/riot/disturbance

What are police powers with a BOP?
A
If BOP is taking place or likely to take place on private premises
Police may enter by force if necessary

When can an officer arrest for a BOP?
A
- breach committed in officer’s presence
- officer believes a breach will be committed in immediate future
- bop has been committed and it is reasonably believed that it will happen again
