What are the Control Requirements of Aerodrome Controllers?
Aerodrome controllers shall issue clearances, instructions and information to aircraft under their control to achieve a safe, orderly and expeditious flow of air traffic on and in the vicinity of an aerodrome with the objective of preventing collisions between:
- aircraft flying within the designated area of responsibility of the tower, including the circuit
- aircraft landing and taking off
- aircraft operating on the manoeuvring area
- aircraft, vehicles and personnel operating on the maneuvering area
- aircraft on the maneuvering area and obstruction on that area
Under continuous watch how shall identification be established?
By correlation of observation with:
- aircraft type and distinctive markings
- position reports, direction of flight or reported maneouvres
- at night, requesting an aircraft to show a distinctive light “SHOW A LANDING LIGHT”
When advising start-up approvals what should be provided to IFR flights?
A time check
What is local traffic?
Advisory of any aircraft, vehicle or personnel on or near the manoeuvring area, or traffic operating in the vicinity of the aerodrome that may constitute a hazard to the aircraft concerned.
What are the 4 RWY SFC descriptors?
- Damp
- Wet
- Water Patches
- Flooded
What information could be included in aerodrome conditions?
- construction or maintenance work on or immediately adjacent to the manoeuvring area
- rough or broken surface on a runway, taxiway or apron whether marked or not
- snow, slush or ice on a runway, taxiway or apron including effect on braking action
- water on a runway, taxiway or apron including effect on braking action
- snow banks or drifts adjacent to a runway, taxiway or apron
- other temporary hazards including parked aircraft and birds on the ground or in the air
- failure or irregular operation of part or all of the aerodrome lighting system.
- any other pertinent information
Permission may be granted for personnel, equipment or vehicles to proceed onto the manoeuvring area subject to?
- traffic conditions; and
- any conditions specified by the aerodrome operator
Briefing of ATS personnel to proceed on the manoeuvering area shall include a requirement to?
- stop and wait for permission, either by radio or light signal, before moving onto the manoeuvring area and before crossing or moving onto any runway, grass landing area or taxiway; and
- watch for and give way at all times to aircraft; and
- look for signals from the tower including activation of runway lights
What should a controller do when aircraft, vehicles or personnel have been given permission to cross or occupy a runway or runway work zone?
As a positive reminder that the runway is blocked the controller shall display a blocking strip, an aircraft flight progress strip or a marker on the part of the flight progress board that is used to represent the runway
What are the elements of a taxi clearance?
- aircraft callsign
- local traffic information or taxi sequence instruction
- taxi clearance limit
- runway to be used
- aerodrome conditions information
- meteorological information/ATIS
- for IFR time
How shall a conditional clearance be given?
- callsign
- the condition
- the clearance
- a brief reiteration of the condition
What provisos must be in place when issuing a qualified take-off clearance?
- daylight hours
- visibility is 5k or more
- there is reasonable assurance that the appropriate runway separation will exist at the time the departing aircraft commences take-off
- the pilot is advised of the proceeding departing or landing aircraft (or personnel/vehicle crossing/vacating the runway) and will be able to keep it in sight until runway separation is in place.
What is the phraseology for expediting take-off clearance?
- if in the take-off position and using the same runway as the arriving aircraft: “TAKE OFF IMMEDIATELY OR VACATE RUNWAY”
- if using a different runway from the arriving aircraft: “TAKE OFF IMMEDIATELY OR HOLD”
- if at the holding position or taxiing: “TAKE OFF IMMEDIATELY OR HOLD SHORT RUNWAY”
What is the phraseology for cancelling a take-off clearance?
- prior to the aircraft commencing its take-off roll: “CALLSIGN HOLD POSITION, CANCEL TAKE-OFF I SAY AGAIN CANCEL TAKE-OFF (reason)”
- if the aircraft has already commenced its take-off roll: “CALLSIGN STOP IMMEDIATELY, CALLSIGN STOP IMMEDIATELY” followed immediately by the nature of the emergency
How shall sequencing an aircraft in the circuit be achieved?
- enter the circuit at a specified position and/or level
- follow a specified circuit or part circuit
- hold over a specified position
- orbit left or right from a particular position
- extend or shorten legs of the circuit
- follow any other specified manoeuvre, or combinations of the above, compatible with safety
