5 step appeal
Simple - ask the subject to comply with your request
Reasoned - explain why you are making the request (what law broken / what conduct has caused the request)
Personal appeal - implications of their actions, arrest/ crim record / loss of respect for family /community etc
Final appeal - tell them what is required and ask them - is there anything i can reasonably do to make you cooperate with me/us?
Action - take action against the subject. physical force may be the only option left.

MID PROFILE
Baton held at waist height at state of readiness
LOW PROFILE
Baton held covertly down behind right leg
Containment as a crowd control measure does not infringe on the right to liberty of individual members of the crows provided the tactic is what?
1) resorted to in good faith
2) proportionate to the situation, making it necessary
3) enforced for no longer than is readably necessary
