AGGRESSIVE DEADLY BEHAVIOR
This code is to be used when additional resources (Police, Fire, EMS) are needed/requested to respond to an act of active aggressive deadly behavior incident.
The 911 Supervisor has the authority to upgrade a response by using this code based on the assessment of the call taker(s). This may include, but is not limited to the number of incoming telephone calls, the background environment (ie. active gunfire).
Additionally, the first unit on scene (Police, Fire, EMS), has the authority to upgrade a response using the ADB code. Responding fire departments and EMS agencies will be directed to stage until direction is given by the police.

NOTE: If the aircraft is still in the air, enter the call with a location of @Syracuse Airport and add all pertinent information in the remarks. Address updating is required should the aircraft crash off airport property.

Fire alarm activations where a caller can see and/or smell smoke will be entered using the appropriate Fire Event Type and sub-type. (ie. FIRE/R for residence, FIRE/S for school, etc.).
ANI/ALI and/or Pictometry will be used to identify the type of building/structure if necessary when coding the event (ie. school or business) etc. The alarm company may refer to a fire alarm as a water flow alarm.

A

ALARM TROUBLE
When an alarm company calls in and states they have a fire alarm and the premise is reporting trouble on the system, this code will be utilized and the fire department can send a reduced response to verify the issue. Third party reporting a fire alarm that has been sounding for 30 minutes or more and there are no other indications of an actual fire. Alarm company or 1st party reporting a fire alarm in an occupied structure:
*malicious or accidental pulled box
*construction workers on premise
*alarm set off due to steam from a shower
*alarm set off due to normal cooking operations
*alarm set off due to power loss
*recurring alarm within the past 30 minutes that was previously determined as false
*request to cancel after receiving proper passcode.

MRD dispatch 1 police unit only, in the city of Syracuse broadcast a Point of Information (POI) only for police.

A

ALARM > ROBBERY
For robbery alarms at financial institutions, upon calling the premise, identify yourself as the 911 Center and advise the person who answers the phone that they “have gone into alarm.” They are supposed to give you the word “CODE” and “any two-digit number” if it is a false alarm.
Do not assist/prompt them or ask for another personto come to the phone if they appear to not know the procedure. Do not advise them to follow the rest of the procedures.
CALL-TAKER - If the alarm is in “No Police Response” (with the exception of Robbery - ALRM/R type alarms which shall be entered as “Points of Information” POIs), enter as an advised event and clear the event using the final action code of 06.
For “No Police Response” robbery alarms at banks or financial institutions, refer to page 7 of this document.
DISPATCHER - When a “No Police Response ROBBERY ALARM” has been received the phraseology to be used on the radio is “Attention all units… Point of Information regarding an alarm activation” then broadcast the location. At no time are you to transmit the event is a “No Police Response” alarm or mention anything about the status.

ACCIDENTS - Any vehicle collision involving and animal will be coded as a MVC/D if person involved would like to meet with patrol. If the collision involves a dog or a cat and the owner cannot be located, VTL requires a police report be taken.

A

BOMB THREAT
- Can be used for any threat or suspicious package in a business or residence.
- Attempt to keep caller on line as long as possible and obtain as much info as possible.
- Refer to Bomb Threat Contact Card at call taker position.
- Immediately report the call to the Shift Supervisor (Blue Light).
- Any suspicious packages that have any type of wires/electrical parts visible will be coded BOMBA and entered for police dispatch. They will be sent to the unit’s MDT and transmitted as a Signal X.
- BOMB Threat at a SCHOOL:
NON-SPECIFIED LOCATION: Upon receipt of a call with a bomb threat to a “non-specified” school, enter a BOMB incident with the address of the Syracuse Central School District (@SCSD) of 725 Harrison Street for the city, and OCSO South District Station (@OCSO South) for notification for the County. If the caller just states “a bomb at a school”, the event will be entered for both these addresses.
- SPECIFIED - If a “specified” school bomb threat is received, enter a BOMB call with address of school indicated. If any doubt as to the name of school mentioned by the caller, enter as non-specified school.
NOTE: If the call is a 911 call, utilize F11 to enter the caller’s location.

- Any 911 call where there is no indication of what or if there is an emergency.
- All misdialed calls, where there is no problem, are considered 9-1-1 hang-ups and will be entered for dispatch.
- Call Takers will enter premise information and immediately call back to ascertain if there is a problem. When appropriate, the call will be UPDATED to the specific event/sub type and supplemental information entered into the remarks and related V/I information fields.
NOTE: Call takers will not call back on a 9-1-1 hang-up call if there are sounds of a disturbance on the line. This pertains to landlines only.
