• NEEDS - What is the current situation? What needs to be done to protect the environment. What are the long term aims?
• MEASURES - What are the different policies and strategies that could be adopted to achieve the aims of the plan? It should be evaluated economically, socially and environmentally.
• OUTCOMES - The level of success of the strategies must be evaluated at each stage of their implementation. If necessary, strategies should be modified if they are failing to produce the desired effects.
