What is the difference between a SABER and a MACC contract?
SABER (Simplified Acquisition of Base Engineer Requirements)
- one contract, for non complex/smaller construction, maintenance or repair; minimally designed
MACC (Multiple Award Construction Contracts)
- pool of multiple awardees
- used for larger projects
What is a Design-Bid-Build contract? What are some pros and cons?
Two separate contracts for design and construction; better for more complex projects
Pros:
- Greater design control
- Better for an inexperienced project team
Cons:
- longer schedule
What is a Design-Bid contract? What are some pros and cons?
One contractor does the design and construction
- Better for using standard designs
Pros:
- Shorter schedule
- Minimizes owner risk
- Lower cost
What is a fixed price contract? Who accepts the risk?
- the price is determined when the contract is signed
- reasonable price comparison with past purchases
- Contractor accepts the risk
What is a price reimbursement contract? Who assumes the risk?
- contract is signed without a specific price
circumstances don’t allow for requirement definition - uncertainties don’t allow costs to be estimated accurately
- Govt assumes the risk
