Good ideas: they wanted to expand the economy of Georgia by increasing ties with the industrialized north
Bad ideas: they wanted to keep many old Southern traditions including white supremacy

Laws that legalized segregation between blacks and whites

The point he was trying to make was that blacks should become educated and whites should hire educated blacks. The whites responded very well and agreed with Washington. DuBois was saying that Washington did not push hard enough for equally.
