Program Measures Training Workbook (2019) Flashcards
Steam Trap Testing - Eligibility
Building is eligible for testing every 3 years. Building ownership does not impact this.
Steam Trap Testing - Requirements
Requires an approved tester. Testing must take place between September 15 and March 15.
Steam Trap Testing - Pre-Approval
Pre-Approval required for every project
Steam Trap Testing - Pre-Inspection
We must be on site for all steam trap testing
Steam Trap Testing - Rebate documents and requirements
Steam Trap Survey and Tally Sheet. Contractor must apply to replace minimum of 50% of the approved failed open traps to qualify for testing rebate
Steam Trap Replacement - Eligibility
Following testing- we can approve the replacement of failed open traps in sequential years until all failed open traps are replaced. This quantity must not exceed the 20% AGU of the building. New testing can occur every 3 years.
Steam Trap Replacement - Requirements
Must replace failed open traps. Failed close traps are not covered by the program.
Steam Trap Replacement - Pre-Approval
Pre-Approval is required for every project.
Steam Trap Replacement - Post-Inspection
All projects over $2500.
Steam Trap Replacement - Documentation
Survey must be submitted before the work begins
Steam Pipe Insulation - Eligibility
Must be bare pipe prior to installation. Must be on steam boilers.
Steam Pipe Insulation - Requirements
Installed Insulation must be greater than or equal to an R3
Steam Pipe Insulation - Pre-Approval
Capped at 250 linear feet.
Steam Pipe Insulation - Pre-Inspection
All projects exceeding $2500.
Steam Pipe Insulation - Post-Inspection
All projects exceeding $2500.
Tank Insulation - Eligibility
Must be uninsulated prior to installation
Tank Insulation - Requirements
Installed Insulation must be greater than or equal to an R6. Insulation must be installed on the top and sides of the tank.
Tank Insulation - Pre-Approval
All projects exceeding $2500.
Tank Insulation - Pre-Inspection
All projects exceeding $2500.
Tank Insulation - Post-Inspection
All projects exceeding $2500.
Space Heating Hot Water Boilers - Eligibility
Old Boiler must be 80% efficient or atmospheric. New Boiler must be 88% efficient or higher. Redundant and backup boilers do not qualify. N-1 Rule - if the contractor installs 2 boilers they get a rebate for 1. If they install 3 boilers they get a rebate for 2.
Space Heating Hot Water Boilers - Requirements
Existing boiler has to be 80% efficient or atmospheric. Installed boiler must be used for 80% space heating. Boilers must modulate their firing rate, have a sealed combustion unit, and must incorporate hot water reset.
Space Heating Hot Water Boilers - Pre-Approval
All projects exceeding $2500
Space Heating Hot Water Boilers - Pre-Inspection
All projects exceeding $2500
Space Heating Hot Water Boilers - Post-Inspection
All projects exceeding $2500
Space Heating Hot Water Boilers - Documents
Contractor must confirm how many boilers exist, how many they are installing, and how many they are applying for rebates for (n-1 rule)
Space Heating Hot Water Boilers - Rebate calculations
Rebate is based on mbh of new boiler but can’t exceed capacity of old boiler. (If old boiler is 1000 mbh and new boiler is 1200 mbh rebate is based on old boiler). Because modulating burners are required on new boilers- we can’t incentivize a new boiler and linkageless controls. Must be one or the other.
Space Heating Steam Boilers (300 to 1,500 MBH) - Eligibility
New Boiler must be 81% or higher. Redundant and backup boilers do not qualify. N-1 Rule - if the contractor installs 2 boilers they get a rebate for 1. If they install 3 boilers they get a rebate for 2.
Space Heating Steam Boilers (300 to 1,500 MBH) - Requirements
Existing boiler has to be 80% efficient or atmospheric. Installed boiler must be used for 80% space heating. Boilers must have forced draft and modulate their firing rate.
Space Heating Steam Boilers (300 to 1,500 MBH) - Pre-Approval
All projects exceeding $2500
Space Heating Steam Boilers (300 to 1,500 MBH) - Pre-Inspection
All projects exceeding $2500
Space Heating Steam Boilers (300 to 1,500 MBH) - Post-Inspection
All projects exceeding $2500
Space Heating Steam Boilers (300 to 1,500 MBH) - Documents

Because modulating burners are required on new boilers- we can’t incentivize a new boiler and linkageless controls. Must be one or the other.
Space Heating Steam Boilers (1,500+ MBH) - Eligibility
New Boiler must be 82% or higher. Redundant and backup boilers do not qualify. N-1 Rule - if the contractor installs 2 boilers they get a rebate for 1. If they install 3 boilers they get a rebate for 2.
Space Heating Steam Boilers (1,500+ MBH) - Requirements
Existing boiler has to be 80% efficient or atmospheric. Installed boiler must be used for 80% space heating. Boilers must have forced draft and modulate their firing rate. Boilers with 1500 MBH or more must have 3 or more firing rates.
Space Heating Steam Boilers (1,500+ MBH) - Pre-Approval
All projects exceeding $2500.
Space Heating Steam Boilers (1,500+ MBH) - Pre-Inspection
All projects exceeding $2500.
Space Heating Steam Boilers (1,500+ MBH) - Post-Inspection
All projects exceeding $2500.
Space Heating Steam Boilers (1,500+ MBH) - Documents

Space Heating Steam Boilers (1,500+ MBH) - Rebate Calculation
Rebate is based on mbh of new boiler but can’t exceed capacity of old boiler. (If old boiler is 1000 mbh and new boiler is 1200 mbh rebate is based on old boiler). 1500+ MBH must have 3 firing rates and have a higher min efficiency than under 1500. Because modulating burners are required on new boilers- we can’t incentivize a new boiler and linkageless controls. Must be one or the other.
Central Steam Boiler Controls - Eligibility
The building is eligible if they don’t currently have averaging controls or their controls can’t provide a night time set back.
Central Steam Boiler Controls - Requirements
New controls must have a night time set back of 5 degrees. They also must have the correct number of sensors. Buildings with 12 or fewer units need to have 4 sensors, 13 to 48 units must have 5 or sensors in 25% of the units whichever is greater, 49+ units are capped at 12 sensors.
Central Steam Boiler Controls - Pre-Approval
All projects exceeding $2500 and projects with 2 pipe steam.
Central Steam Boiler Controls - Pre-Inspection
All projects exceeding $2500 and projects with 2 pipe steam.
Central Steam Boiler Controls - Post-Inspection
All projects exceeding $2500
Central Steam Boiler Controls - Documents
For payment approval - we need to verify how many sensors were installed and make sure it meets the minimum for the size of the building. This will likely be found in the specs sheets but also may be documented via the post inspection. Trade Allies also must note where the sensors are located. We also need to verify that the building does not have thermostatic controls on the radiators.
Central Steam Boiler Controls - Rebate calculation
Rebate is based on the number of living units and if the building has a 1 or 2 pipe steam boiler.
