What are the principles of procurement?
A
- Equal treatment and non-discrimination: all interested parties will be treated in the same way. An advantage, e.g. additional information, given to one tenderer must be given to all the others in the same situation.
- Transparency: have to publish all relevant information concerning our purchases. This publicity will keep the taxpayers informed on how and with whom we spend their money, and economic operators on business opportunities.
- Widest competition: the objective of public procurement is to increase the choice of potential suppliers to public bodies, thereby achieving a better value for money result, whilst developing market opportunities for companies.
- Proportionality: the choice and organisation of the procedure of our call for tenders have to be proportionate to the subject and the value of the purchase. The administrative burden related to a low value purchase should be as low as possible, whereas purchases for high amounts should make sure that the financial risks are covered as far as necessary.
