means a comprehensive, instructional, written communication providing direction in the
accomplishment of a police related task.
PROCEDURES”
means the action is mandatory.
SHALL”
means the action is advisory. Where used, “should” indicates the procedure is not mandatory.
However, it should be followed if the situation permits.
