privatisation and globalisation of edu Flashcards
define privatisation of edu
the transfer of state assets such as
schools to private companies.
Ball view on privatisation of edu
argues this has created the education services industry (ESI)
which makes state education a source of profit for capitalists.
Many of these companies are international which means the state education system is also becoming globalised.
What are the three ways that education is becoming privatised
Public-private partnerships
Cola-isation of education
City academies
Public-private partnerships
this is when a private company signs a business
deal with a school to provide a service for the school in exchange for a payment. The private company gets to make a profit and the school receives a service. The PPPs were created by New Labour.
+c of public private partnerships
Ball argues this is very profitable for private companies, but local authorities and schools have to enter into such contracts because of the lack of funding for schools from
the government. Pollack argues the private companies are now buying ‘insider knowledge’ by employing former head teachers in order to enable them to win government contracts.
Second way edu is privatised
Cola-isation of education-is when the private sector enters the
education system indirectly. Molnar claims that private
companies target schools as schools can confer legitimacy to
their products because, if children see something at school, they
believe it must be good for them.
example of cola-isation of edu
vending machines in schools selling branded crisps or
drinks. Another example is when private companies run school
related initiatives such as Cadbury’s sports equipment promotion or
Sainsbury’s tokens for schools initiative.
Criticisms of cola-isation of education
Ball argues the benefits to students of such deals are
often limited. For example, Cadbury’s sports equipment promotion
would have required students to eat over 5000 chocolates to win a set of goalposts. This shows these initiatives are profit motivated rather than benefiting the students.
Beder argues that UK families spent £110,000 in return of a single computer for schools.
3rd way edu is privatised
City academies – failing schools have to find a private
sponsor to invest in them so they can improve. Hall calls this the long march of the neoliberal revolution. Neoliberal claim that privatisation and competition drive up the standards is a myth used to legitimate the turning of education into a source of private profit.
Identify two ways education is being globalised
1)Foreign owned corporations own and run aspects of the British state education
2)British companies are exporting UK education policy to other countries
How is Foreign-owned corporations globalising education
many private companies in the education service industry are foreign-owned. For example the exam board Edexcel is owned by the US publishing and testing company Pearson. Buckingham and Scanlon argues the Four leading UK education software companies are actually owned by TNC such as Disney.
How are exporting UK educational policies globalising education
British-owned companies are running education systems in other
countries. For example British companies are setting up Ofsted style inspections in other countries and then running the provision of these services in those countries for profit.
+c of globalisation of education
governments are becoming less important in shaping education in
their countries.
