  2. The first house initiates charges- should be passed by ABSOLUTE SPECIAL MAJORITY(2/3 of the total members.)
  3. Reaches the second house, and charges are investigated. The Second House acts a QUASI-JUDICIAL BODY.
  4. Requires ABSOLUTE SPECIAL MAJORITY to declare guilty.
